What does Show Personal Cooldowns option do under Personal Resource Display in Combat section of Options do

What does the “Show Personal Cooldowns” option do under the “Personal Resource Display” area in the Combat section of the Options do?

I have checked it and tried using cooldowns and such hoping it would show the cd times but no luck. Not sure what it does.
