What does it mean when someone is "Toxic?"

When I call an environment, situation or person’s behaviour toxic, I mean it is emotionally damaging.

For example:
Constructive criticism is not toxic. Delivering constructive criticism in a harsh, bullying or abusive manner is toxic.
