Really depends on the loot rules, as well as what people were playing. As the most common loot system that I typically see for pugs in BFD is MS/OS, I will assume that both of you were DPS, this means that the item is off spec, and no you wouldn’t have any more priority than anyone who can use the item.
Also even though that item has extra armor, I am not sure a tanking druid would even want it, since I assume similar to rogues, they would use their DPS set for tanking as the extra threat would far outweigh armor they don’t need.
