Plenty of incentive to do group activities below high end M+ and mythic raiding lol. Normal and Heroic raids are pugged all the time. You don’t need “organized play” for anything except mythic raiding. Everything else can be pugged on your time.
You aren’t locked out of them. You choose not to do them then you come here and cry because you choose not to do them. You are making things up and making statements without knowing wth you are talking about.
