Right now? Enhance has been strong for a couple of tiers now.

I feel weak as Ellen McLain baking a cake. I can’t even hurt a butterfly with Starfall. 
Entire class is a wrong statement, Mistweaver is at peak levels of design right now.

I’d say Elemental and Resto Shammy. Both haven’t really changed much since MOP and a lot of times when I’m on my Shaman I feel like I’m just kind of… “there”… in the raid. Not really contributing much to the group beyond just raw DPS/HPS. At least Enhancement has Windfury Totem for the melee group.
I honestly dont know which talents i picked , but my little vulpera elemental shaman does great AOE and he isnt even EPIC, so I am sure you have something set wrong. I promise i will read his tree to see what I did different. and post it
The one thing that comes to mind not looking, is I made sure my tree had " Stormkeeper" active and that boosts " chain lightning"
As I recall it was tricky because i almost lost the tank elemental shifting talents , but the AOE benefit in group is way worth losing tank pet.

You really just have to put Windwalker in its own level here.
The spec has had the same issues for many years. Everyone knows they will be bad in later raid tiers. Blizzard still hasn’t fixed them.

What an absolutely weird specialization that just seems to boil down to “The PVP Spec” that is modeled after Lilian Voss.
I don’t think there’s another specialization in the game that has such an identity crisis.

Elemental is higher in the overall DPS rankings because it does particularly well on a single fight(council) that inflates overall DPS. It does poorly on just about every other fight though.
Windwalker. Hands down. We need some love.

I love how badly evoker is doing and blizzard does nothing while buffing other specs DPS that are higher.
Same blizzard using a crane to smash a doll house…

Aug’s damage hooks are completely broken still. We don’t know how much damage it’s doing from logs, all we do know is it’s represented disproportionately highly at the top levels of raiding and Mythic+.
Dev is in a pretty sad spot though, completely agree.

Oh I know about the Aug buggy strings.
Devo done dirty and the range limit is stupid.
I do hope they fix the bugs but I likewise feel though needed, blizzard likely nerfed it too hard.
The balance rotation is a beautiful work of art. I would hate to see it significantly changed.
Every other dps spec seems like a random mess to me, and they aren’t even sacred to Elune at all.
As for the most neglected specs, going to say Survival again.

Of course this is my opinion but hunter. Old hunter.
I used to be a marksmen with a pet and a range survival hunter. Both my specs are gone now.
I can either be melee with a pet, have no pet at range or have 2 pets at range with tons of others to summon.
There is no option to be a ranged hunter with a single pet viably. As lone wolfs damage is so big you take a huge loss just for having a pet.
Well I cant find the post I replied to , MY shaman has " stormkeeper’ and " unrelenting calamity " on the right side of his elemental tree and a third talent that resets them I think.
So I do pretty good AOE when the mob is being tanked in group and I feel useful.
I made a post in the Shaman forum that gave more detail , which is where it should be.
I dont know why you feel you elemental shammy doesnt get love.
for ST yeah for AoE …no im sorry but even with twin talent , is kinda stupid to moonfire all the things
