Yes, Outlaw has an ability to lower the cooldown by spending combo points, similar to BM and Bestial Wrath. So for AoE I might put it in the “consistent” category. But for single target? Nah man, look at all the bursty CD’s in the talent tree. We’re not talking one or two optional CD’s like Dragon’s Roar or Bloodshed.
Ghost Strike is like a Fury Warrior’s Siegebreaker talent and it’s row 1 rather than the last row.
On the last row you have Blade Rush or Killing Spree. One of which is a bursty 2 min CD, the other is a short CD which you’re syncing and layering up with all your other short CD’s, making the spec more CD dependent.
That’s not counting all the CD’s outside of talents. How about this, I think this will make my point especially understandable. Go to the wowhead guide for Outlaw and just look at the rotation section for the discussion of cooldowns. Then do the same for Beast Mastery, Fury, and Survival. Because the formatting is a bit different for each guide, it won’t look identical, but you’ll very quickly get the difference.

I played bm and fury last expansion. I definitely would agree they’re more 1 speed; “go”.
Dunno just feel like my rogue - while it has around 12-13 abilities in rotation is just like a more complicated version of my bm hunter in bfa (CD reduction out the wazoo)
I tend to settle on dps in a raid after 20 seconds and stay there for the next 4-8min
Edit: outlaw was rubbish in raids last expansion while assassin was great, with not too many changes in the class.
My opinion is what we’re actually seeing is certain specs were glued together with essences/azerite traits and weren’t given enough back when those were stripped.
Examples of this happening previously would be guardian in legion going into bfa and having all their power from artifact gone.
I agree that’s how outlaw ends up based on all the ones I’ve seen in dungeons.
Again, my definition of “consistent” isn’t about the “spiky-ness” of the damage, it’s about how well the base sequence of attacks works in the absence of layers of modifiers for said attacks. It’s not the case that Fury does virtually nothing in the absence of recklessness, for example.
In some cases, I think this has something to do with it. In others, such as Fury, BM, Frost, those specs were performing very well in beta but got absolutely pounded with last minute nerfs to bring them “in line” with some measure from Blizzard. So my question is “what is that measure, and why does it seem to catch all specs that seem to have this commonality in this net?”
the frakin entitlement on this post is through the roof. you know they delayed the xpac and they were likely crunching until it was released. you know what a terrible year this has been for many people and how desperately people wanted some fun and joy.

This is why you play a class, not a spec. All these specs under performing have other dps specs that are at the top of the charts.
They do no design around min- maxers and I think several years of feedback ignored should have got to you guys ![]()
That’s why they made it so you have to go back to your sanctum to change conduits, because they want you to play your full class instead of just stick to one spec. Oh, wait…

I got news for you, the rest of the world works. Yes you may get Christmas Day off, Maybe new Years day ( i worked them both as someone needs to )
If your job requires you to work, you work. You dont take weeks off just because its december.
The job doesn’t need them though. Balance changes wont happen in a day and they actually might be working on it already so hold your horses.
Also sample size is small. You will see the top players playing the meta top end specs even if ots like 10 dps increase. Which leaves the casual who cares for the non meta specs which wont parse as high cause they aren’t no lifers
I got news for you, thinking that balancing classes in a videogame that releases a new expansion every 2 years should be treated like working for an essential service is the height of entitlement. And delusion.
And historically Blizzard has shut down over Christmas and New Years like plenty of other non-essential businesses.

Bs. They already delayed it by a month and almost nobody demanded a 2020 release date. Vast majority actually wanted them to take the extra time because we didn’t want them to launch a half finished game. Sounds like you just a Blizz fanboy.
