Maybe if the Rapier has an absolutely bananas procrate it could end up being alright, but it would have to be an extremely high number.

In phase 1 this was true, as we had no main hand abilities. In phase 2 we’ll prefer as slow as possible of weapons for 2h or both main hand and offhand. Stormstrike effectiveness depends on weapon damage, and it uses a 2h or both hands.
