So it now taking 3 weeks to upgrade 2 items fully is meaningless? It dose not impact anyone’s time that it will now take around 25 weeks to upgrade all your gear from 1/6 to 6/6?

I would simply ask then, if its meaningless, why change it in the first place. Change for changes sake is never a good thing.
