Just went down now, ever rare, every kill, they all now spawn a goblin portal. It was mass hysteria again, and it was fun zooming around to portals, trying to tag all the goblins, getting all the loot.
It’s how it should be, to allow players to play the game how we want, to farm as much as or as little as we want. No more time gating events that are already time limited, stupid idea.

As the goblins are considered rares, the loot from the corpses will be sent to your mail box if you miss some as long as you tag them.
