I disagree to an extent. The same thing would be happening right now if we were capped at vanilla levels. There is just nothing else for (mostly) bored L60s who are trying to farm honor and rank up prior to BGs. The easiest avenue toward that goal is farming lower level folks trying to level up. While yes, more people are out there doing it due to the larger number of people overall, but the population itself is not the cause.
