yes they can
They can be restored, they just have a much shorter time of staying in the restoration page. Rarity and item type effects how long an item remains to be restored. I’ve vendored at least 10 waylaid supplies for 20s/ea and I was only able to restore one because it was within a certain timeframe. I am unsure what that timeframe is.
