I used the Wave scrambler 2000 inside a bountifull delves. the Nemesis boss appeared and I dealt with him. I looted him but never gat my delver’s bounty. The dev told me it is bugged and that i should report it. it is reported.
Pretty sure it’s not a guaranteed drop.

It’s pretty much guaranteed if you aren’t caught up on them. I’ve done this in a group to help friends get theirs for 3 weeks now and the only time someone hasn’t looted it (me, yesterday) is because they’d already gotten theirs for the week.
In my case, I happened to loot a bounty out of one of the blue trunks at the end of my first bountiful run yesterday. So I’d check your bags OP and see if you happened to already get one without noticing.
