So with the last few times of playing this BG tonight i’ve seen both factions camp on top of the roofs of the bases. But when I walk around I don’t see a path to get up on-top of it.

After having been away from WoW for many years, I had forgotten about the path to the roof and it perplexed me for a bit until I remembered.
The pathway to the roof is in the tunnels of both factions. Running along the tunnel toward your flag room, you’ll see an exit to the right to an open pathway leading to the roof.
