Most decent Shaman are rocking Crescent Staff from WC quest. Not the slowest, but the damage amount is better than most green staff up to lvl 28 or so. Just like Warriors, SHaman and Paladins are looking at the damage amounts. Stats are secondary. Sorry casters it is what it is in Classic.
