if not tho, they literally arnt going to turn it on, some dread wm so much the thought of turning it on to potentially ruin a launch for themselves doesnt even cross their mind as a option.
There’s no incentive to turn war mode on for horde in OCE at all. Alliance heavily outnumber us but still have the superior war mode bonus. Doesn’t make a lick of sense to me.

Life advice, you will never regret being kind 
I had warmode on as alliance for about half the expansion and off for the other half. A few things i realized was 1) I would never get into 1v1 fights. It was always like 1v7. 2) I wasted an insane amount of time waiting for groups of horde to kill world quest mobs and rares.
All in all i came to the conclusion that warmode means zero. You dont get more resources or EXP because you waste too much time with it on. So it will stay off for no loss and no gain.

Is the concept of individual regions confusing to you?
Either deliberately dense or you have no ability to understand situations that extend outside your own meagre existence.
Either way continuing further is meaningless.
Check the tabard buddy. I leveled this guy in Vanilla before shards were a thing. Again outnumbered 10-1
