Maybe a bit of a hot take here but IMO, looking at the top % is the wrong approach. Realistically, you want to actually look at low MMR and casual play to see how well warlocks perform first and THEN look at elite levels of play (2400+). New players, or new pvpers, are the lifeblood to keeping the scene healthy and growing.
if you tell a new warlock player or someone inexperienced in PvP to just wait until they reach elite levels of play to enjoy their class, most sane people will just go no. Why go through the struggle when I can play anything else for less work and equal to better results if the goal is to be competitive?
In a game such as league, when character such as Azir or Kalista or Reksai are balanced around only the elite levels of play and see low pickrates/bad winrates by the average joe, the solution is simply to dont play those characters. It sucks but it is what it is.
In wow, you dont really have that option. When your class is handicapped at a disadvantage out the gates, you cant just hit a button and instantly become a different class with the same level of investment. A lot of players will feel discouraged and just not participate or even not play the game at all. Most people dont want to fotm reroll in this expansion when alts are not really time friendly, but those who do widen the gap even further (more people playing warriors->more warlocks having an unfun time-> even less warlocks playing or those who quit etc.)
And even beyond the discussion of power level compared to other classes… Warlocks tend to just not be fun for most people right now. They are immobile cast turrets with more than average hard casting for a caster that rely on some sort of gimmick or cheese factor that tends to be unsatisfying for the user and opponents (Perma corruption slow, unkillable afk chaos bolt machines, raid boss fel lord one shots, etc). They have low personal agency compared to other casters and have 2 specs that are undertuned for PvP leaving options limited.
When you create this unfun situation for lower skilled or new players, the only people left are warlock otps who play the class no matter what and at some point they get fed up with it and quit or reroll to something else.

last season both warlock and dh were bad, but they fix the DH, even overtuned DH, did not fix the warlock.

Should have left both to rot honestly. Both classes are not fun to play against.
Because they are still waiting for the law of averages to kick in from when locks made up almost 30% of the 2400+ during BFA

i went against a lock yesterday and he did 340k dmg in about a 20 second match while i was only at 100k, just because you cant get off chaos bolts in .5 seconds while sitting in the middle of the map being tankier than a prot pal and actually have to fake casts and all that now doesn’t mean your class is uNpLaYaBlE
