Bro you have too much Haste.
You have above 50% haste at all times, not including what ever other buffs you might have. Of course you’re going to go OOM.
Invest some of your enchantment and gem slots into your second best stat, and you won’t go OOM as quickly.
An OOM lock does ZERO DPS(or substantially less). So, swap out some haste, and you will be able to manage your mana better.
