Your thinking too much into it. Honestly, although knowing blizz they will too.
Just add doomguard as the cornerstone talent 3/4 way down the tree as the primary class-wide dps cd. From there you can add a bunch of nodes to make him more inclusive with aoe, or infuse him with your already established cds, or even infuse him into yourself.
Baseline make him a 3 min cd. Make the already spec dps cds 1.5 min cds. Have him work with all the already established buffs, etc… tune accordingly.
Its really not that hard. The lock tree spec needs reworked as it is, and since they destroyed doomguards use and pvpers dont even get to use him, they might as well make him the primary function of the class tree.
