Swimming Lessons is a quest given by Scrollsage Nola (coordinate approximately 40, 45 in Stormsong Valley in the Jeweled Coast).
This quest requires you to to obtain the Scroll of Endless Tides, Scroll of Graceful Breaths, and Scroll of Harmonious Fins. All scrolls do not appear at their suggested locations as guided by in-game markers, and as given in Wowhead.
Relogging has not fixed this issue, nor has dropping the quest and picking it up again.
