Am level 21 and I turn war mode in to see what it’s like am I worth anything if I die or kill enemies do I get any honor?
I would assume if the players involved are reasonably close in level. However you likely won’t encounter too many players in general at that level especially now with an active timewalking even going on.
True my honor level is only five and everybody else is like level 80 has higher honor level. I didn’t manage to kill one person, but I got an achievement for it though I didn’t get any honor. My honor didn’t go up. I don’t know why.
The honor you get from killing other players in world PvP is extremely low compared to what you’d get from doing instanced PvP or even just opening supply crates.
If you really need honor on a low level character for some reason, it will be much faster to do battlegrounds on your level 80 main and then transfer the honor to your alt.

Why you get more in battle grounds them world pvp?
I can’t tell you why, since that’s a question the developers would need to answer.
But the how is because the honor you gain from killing another player is much less than the honor you get from battleground objectives and victories. Plus you still get honor from killing players in battlegrounds.
