Item enhancement is already there with the valor stones… why not have something for pvp gear that would upgrade it to the next tier?

If you mean pvp item level, absolutely not.
No, never.
We’ve had that, it was garbage trash that just had people who geared early gatekeeping who can then literally never completely gear at all.
