The only way to use another character’s Wakening Essences for it would be to buy Giant Elemental’s Closed Stone, which can be mailed to your shaman for a chance at the helm. (But it can turn into any of the Shaman legendaries, so you’ll likely need many tries — so really only practical if you already have characters with tons of Wakening Essences lying around.)
It also looks like the token requires level 40, so you’re still going to need to level the Shaman. Legion is one of my favorite leveling places, so I’d probably just start taking the Shaman through that content. And, at that point, it’s probably going to be easier to just farm the 1000 wakening essences on the Shaman to buy the helm directly without needing to worry about RNG.
