Dubai is one of the most advanced and richest city in the world.
Most of its citizens (except the rich and powerful obviously) are also still forced to live under rules written during the bronze age.
Its quite the paradox.

Great, Now the police in GTA 6 are gonna be even more insane. 
Kinda cool actually that we got to this point in inventions, that now we have flying motorbikes. If only we have hoverboards now. 
That said, that motorbike already screams “deathtrap” considering the 4 helicopter blades being a bit below the height where your feet rests.
Of course they are, they are mostly a conservative society. We have too many liberal SJWs in the US preventing new ideas from being discussed. If you disagree with the mob, they come for you. No room for civil discussion or new ideas. This will prevent our society from progressing on a massive scale.

Dubai is tiny though and has wealth due to oil I believe, so cause of its smaller population there’s more wealth to spend on such things. (I didn’t fact check any of this)
