You need to provide more info.
What mobs? For what reason?
With no information at all to go on. I can tell you many npcs and mobiles that are scripted heavily such as being part of quests often de-spawn and re-spawn as part of the scripted event. That will remove them from focus.
Phasing issues will also remove mobiles from focus as will out distancing them.
