I believe you but how do you know? It definitely feels just like pve surge. Very slow to proc!!
because ive tested it and it only procs randomly not when flame shock does damage, making the tooltip incorrect and not “100%” chance to proc lava surge

I hope you reported it. If they aligned it to the tooltip that sure would help a lot
I think you are misreading the talent. It increases the chance to proc BY 100% (not to 100%). In other words, it doubles the proc chance. But with the change to it, doubling the chance of a proc that doesn’t proc much anymore isn’t really that much. Before the “bug fix” to the proc rate, it would proc a lot.

Not a fan of this–could theoretically be better but I felt like I was unable to weave Master of the Elements because I would run out of Lava Bursts to cast
