IMO - avoid the 3080 TI cards and 3090s
I would wait for a lower price on a 3080 card atm
I have waited long enough, I don’t mind paying more for the right one as long as it isnt rediculous.

Honestly the 3000 series are the best ones around right now, but yeah, the 80s and 90s are still way overpriced. Go with a 60 or a 70 if you can get your hands on them.

That’s a bit too expensive for a i7 10700F. That’s a 10th gen intel, fine but overpriced. You also don’t want to get an “F” intel processor because those don’t have integrated graphics, which means that if you have a problem with your gpu, your computer won’t work. If you have a spare gpu laying around it’s ok, but it’s a pain if you don’t.
Look on the micro center link I put earlier and look for RTX 3070 computers. Make a list of the CPUs that are built in the $1500+ computers. I’m of course not saying you need a RTX 3070 lol, I’m just saying look at the CPUs that they build with 3070s, 3060s, etc… and the $1500 average price ranges to get a list of ones so you can compare.
I brought a Cyberpower PC last year in May…I love it …not top of line but it gets the job done… CyberpowerPC Gamer Xtreme VR Gaming PC, Intel Core i5-9400F 2.9GHz, NVIDIA GeForce GTX 1660 6GB…it had 8 gig of ram I bumped it up too 32 gig and added another SSD drive…it has 1 TB normal drive …matter fact the price I paid last year its now double what I paid in May of 2019…I think that is cause of parts harder to get or prices of Video cards have shot up…I got this system for $800…
It’s the video cards. I’ve been trying to get my hands on a 3060 for 6 months without paying over $1000 for it.

A 3060 TI will do fairly well without making a huge dent in your budget.
For WoW I reccomend a nice high refresh monitor - Curved screens at 3440 are pretty nice and ballpark around 600 CDN for a good display.
I don’t feel comfortable recommending Radeon cards largely due to being out of the loop on those.
At price I am seeing of over $800 for this card …that would be a huge dent in my budget…I got a whole pc nice system last year for $800.
Didn’t Nvidia add anti-mining flags their newer cards to make them useless for mining only to turn around and make a driver that turned em off?
I don’t think mining will ever stop if Nvidia puts money first.
Can’t blame a company for wanting to make money but it would be nice if they made duplicates of each type of card …one for mining and one for normal computing and games…but I guess that’s too much to ask for.
some of that stuff aint worth enabling no matter how much of a beast your computer is.
RTX for example - big hit on average fps… only does shadows and shadows actually look better without it, imo
I’m like you, I don’t know a lot about building computers or the individual components, I just want to get something to play older or simpler games on max settings.
I’ve been using a site called ibuypower dot com. You can get pre-built computers, but then go to a customization screen, and each customization shows you how much more or less it costs to give you a better idea of how much better or worse any particular component will be (not perfect, but useful). So like, you start with their pre-chosen video card, but in the customize screen, all the other cards are shown, with how much more it’ll add to the cost or how much it’ll take off the cost for a lower quality card.

That’s what I typically do when I go to a pre-build system. Look for the named parts like ASUS, Corsair, etc. I did get burned on my video card and power supply in my current system when I ordered it and didn’t notice until it arrived and was using it for a few months. Only problem now I find is the parts I would prefer a lot of pre-built sites don’t give those options so I use PC Part Picker as well. Sadly the prices are just stupid nuts for anything.
I am playing in 4k with a 3080 card on max settings with easy 60+ fps in Shadowlands.
Others are giving you great advice, but what I haven’t seen mentioned (and I am tired so I may have missed it) is given that WoW is NOT a very demanding hardware spec game but you mentioned you wanted the capability to play other games at the highest settings too…and also given that 4k budget is pretty much 2x what you need for even insane builds…you’re better off listing the games you aspire to play and go from there and trust that WoW will get covered.
As others have said though…don’t skimp on name brand parts. It is never worth trying to save a few dollars here. If you can’t find plenty of advice and reviews about a product online, it is better to avoid it.
A word of caution on this…not to say the company is bad, but it is real easy to get upsold and/or buy things you don’t need. I know someone who used this site (or another like it) and built something that is more akin to what machine learning engineers and 3D architects build and while the cooling wasn’t horrible, it wasn’t sufficient either long term and the PC came within a hair of frying itself.
Best to look at what the experts are saying are typical gaming builds and go from there.
I think you need to just buy a prebuilt. $4000 prebuilt should last you a long time.
