ACTUAL RESOLUTION TO THIS PROBLEM: I got it fixed, and it took a ticket to customer support (a “Stuck On Quest” ticket).
I had the same issue as many where I switched to Venthyr from another covenant, was stuck at 8/9 Venthyr campaign, did the side Laurent mirror quests, and STILL couldn’t complete 9/9 campaign. It took about 1.5-2 days for a response and resolution. The GM acknowledged it’s a known problem developers are aware of and to be fixed. The GM had to reset a quest (https://www.wowhead.com/quest=62870/souls-for-sinfall) and after I completed it, I was able to get all 9/9 completed. I also don’t know if this is coincidence or not, but I also started to get renown rewards again for daily covenant callings.

Having this same problem after switching on my warrior.

It seems that it was solved, because at least mine shows 9/9, but i still didn’t get my gloves 
venthyr campaign has side quests that are required to do. look on your map for some random quests available. you have to do those whole chains before you can continue the campaign. its unique to venthyr
you have to put in a ticket and DEMAND your gear. i had to go through back and forth every single day with blizzards sorry horrible excuse of a support team for over a week before they gave me the gear. They will try and tell you random things like its lost and you need to do item restoration, then when that is proven false they will say you waited to long, when you prove that wrong they try and tell you thats just how the covenant works, after proving that wrong they will finally reward you the piece.
Seriously, Blizzard is by far the worst gaming company I have ever had to deal with…also the only one you have to pay a sub and the only thing you get for your sub is horrible service, a headache, and the ability to play a broken game…no rewards at all.

100% agree. Blizzard support are absolute trash in literally every way possible.

i just had this problem on my pally i swapped from kyrian to venthyr and just finished the campaign and i saw it was 8/9 i have no idea what im suppose to do to fix it am i suppose to put in a ticket or will it fix it on its on own when i relog enough times

to finish the venthyr campaign you must take the "Mirror of Maldraxxus " quest from prince Ranathal
Unfortunalety if the prince have a daily quest …the mark is not apper
Sow go and search if have this quest
