Already most people spend the vast majority of their dungeon time in M+. Normal is for while people are leveling (remember that most dungeons are open before the level cap) and there’s a tiny slice of time that heroic is still relevant. At the end of the day, though, whether people are running content at normal, heroic, mythic+ or whatever, rearranging the labels doesn’t change the fact this content is being run. A lot.
