I’m ilvl 402 right now without ever touching mythic. I was doing 15s and 16s at 390. Gear is not your issue.
You can quite literally farm Shadowmoon 16s (which are equivalent to 12s or 13s of most other dungeons) and craft 418s. I’m not sure what the issue is.
