I let myself die to the Jailer’s Eye, and was placed back to the cave to start the hidden walk with Venari. This time it worked.
Currently stuck on the quest, but as I was typing my observations, Ve’nari started moving.
Rather than being completely halted on this quest, she took a long time to move.
Based on these chatlog timestamps with her statement:

It took approximately 16 minutes for her to move.
I was thankfully reading other things and looking at a few Twitch streams while playing, so I was occupied at the time and assumed she was just sitting there until I started a quest, but maybe 4 or 5 minutes in I noticed there was no quest.
Walking out of her circle lead to the Eye of the Jailer saying “I see you, Maw Walker.”
I had no problem walking back into the circle.

logged out, didn’t work. she just sits in cave couldn’t click. unloaded addons, didn’t work. relogged again, clicked on her and now get auto-booted out of the game if I click the portal to restart the quest. So end of patch for my main until they fix it I guess.
Don’t you dare complain, or else you will summon the wrath of the corporate paladins.
Yup same here, if you move away she says to stay close maw walker. Figures, here comes the bugs.
Just wait. Took about 10 minutes, but she finally moved for me.

Logging out, turning off all addons, starting the move again from the cave and it worked.
10 minutes into the patch and a main quest is broken. Why am I not surprised?
Confirmed: Just wait about 15 ish minutes she will move. You don’t have to cut scene, die or any of that.
