Innocent until proven guilty doesn’t work anywhere else in the US judicial system, and you want it to work in immigration as well?
I’m about to go through this nonsense myself, and I’m really not looking forward to it.
I used to argue that it needs to be cheaper and more streamlined to move legally to the US, but then when I immigrated into Sweden, I paid 150 bucks for the same visa I know someone who paid 2k for 20 years ago in the US… people still come here illegally. So I have no idea what the solution is.
