You still have to get 21k rep from revered to exalted, and you aren’t gonna get that for free at all, but you clearly dont know how WSG rep works. You’re also missing the entire point that they shoehorned an entire phase into trying to make more incentives to do the worst PVP grind for factions, and they not only failed, but are making NO adjustments for those who know Blizz ISN’T addressing actual faction imbalance.

One issue is that with ranks capped at 3, there isn’t much incentive to PvP against players if honor has no value. Either the honor system needs to be reworked or players should drop gold, supplies, or provide some reason to bother fighting them.
You literally just don’t read. You don’t play. You clearly aren’t a part of this. Just bored and unemployed.
All people want is for the event that’s SUPPOSED to be a focal point of the current tier that will exist for TWO more months to be worth doing. Especially for alts. Nothing in this post addresses that. Blizz copied AV, almost to a T, and then managed to forget about why people do it.
You still PVP, you still have to play, and it still takes A LOT of time, and you’re just as punished if you don’t actually work with your bros.

For layer retiring, it seems like you were taking a hard retire route, where you shut down the layer now and then have the layer manager redistribute everyone, resulting in the jarring layer changes. You could also “soft retire” a layer, where you have the layer manager not put anyone on the layer any time it’s queried (so a party lead on a soft-retired layer inviting someone to party would result in the party lead going to that other players layer instead), with certain re-layering areas (like towns and cities) where changing layers is much less problematic allowing for players being pushed off a soft-retired layer. This way you can still move the population onto a smaller number of layers off peak time, while having capacity available during peak. Personally I’d also have a population threshold under which anyone on the layer gets pushed off immediately, to minimize long tail effects.
For the Battle for Ashenvale problem, it seems like you could have all of your layers share a single pool for total required kills that’s determined by active layer count, and doesn’t change depending on layer status (in battle or not). Then have it so the trigger to start the BFA checks if all layers are out of battle, and if not waits a few minutes. This would solve both the jagged progress counters and BFA trigger loop.
