Didn’t blizzard already state that the Aszhara fight would be underwater? I remember them talking about it and their “excitement” over creating a 3 dimensional boss encounter for the first time. (Though I guess al’akir doesn’t count?)
Most people prior to scaling wouldn’t finish zones while leveling.
Your hypothesis is likely false if you’re hoping to state Ratio of achievements for zone completion in Cataclysm starting zones is directly caused by an individual’s enjoyment of a zone.

I don’t think Nazjatar will be a completely “swim around like a turd” quest zone… they will be smart enough to make it like serpentshrine caverns.
