Do I have to complete the Argus campign on an alliance toon to unlock lightforged draenei because I have it completed on my horde toon but on character creation screen no checkmark for completion when I scroll over lightforged
You should be fine to do all the Argus stuff on Horde. That is what I did when I unlocked Lightforged (and Void Elf) during Legion.
However, you will need an Alliance character (at least level 45) to do the recruitment quest chain.
