If we already have a character on the locked realm we want to transfer to. You would probably get some people transferring toons to level on a less populated server now if they knew they would be able to get back to their friends later. Even if it cost them money. As it stands no one is going to leave when they know they will not be able to get back if they need to.
Apparently locked is locked and unlocked is unlocked. There is no way (according to them) to allow some transfers, but not others.
But somehow they can allow people who already have a character on the realm to make a new character there while locking out those who don’t have one? The hook is already there if they put in a little effort.
