Probably because you didn’t do the quest that phases it back.
In spite of that article focusing on the transmog benefits, it documents a quest chain which is actually mandatory if you want Undercity clear of phasing and accessible.

It doesn’t look like it is all of your characters. The one you are currently posting on can enter Undercity just fine from what testing I could do.
Your level 80’s are another matter. There is a bit of phasing in the area from different storylines, and it appears you are viewing Undercity in a less than hospitable state.
It doesn’t look like you are on the Return to Lordaeron quest line at the moment. You might need to complete the Battle for Azeroth introduction quest line as it is known to cause some phasing in that area. It might allow you to speak with Zidormi so you can visit the city when it wasn’t full of poison.
