As of 4 pm CST, this quest still isn’t working for myself as well.

I just logged in at 6:30pm EST and Keeper Sillas now has dialogue if you’re undead. So i guess they fixed it sometime earlier.
don’t think it was a bug, all I did was type /sleep and talk to him in the dream state. on my undead
