I think you’re right so I’ll try to make myself clear. Since the July 29 “chat maintenance” I find that, when I minimize the game by using (Win+D) in order to open a folder or text file on my desktop, it now pops up IN GAME, not on my desktop. Sorry for the confusion.
July 31- I repaired WoW and Microsoft notepad app but still have the problem.

I think your title is a smidge misleading. It could be a setting with your operating system that’s changed or possible a change to the game, but it hardly sounds like the game is “broken”.
If you want to report it as a bug, feel free to do so. Perhaps the Technical Support or UI forum would be a better place for exploring what may be causing this.
Same thing after the pre-content download August 1. I will learn to live with it.
P.S. Can someone PLEASE rescue those poor Gobbies stuck underneath the Orgrimmar bank?
