Would almost appear as one, as it appears to be attempting some form of Load Balancing for anyone trying to come in.

There are also some folks on the CS forum with the same issue. There is a Blue there today so once they have info I am sure they will post something, or put something on the launcher & socials.

I just Hit them up @BlizzardCS on X to let them know there as well. Hopefully they will get it corrected quickly. DDOS usually Takes them about an hour.
