you can post wowhead and official blizz forum links with tl2. as well as i think you get an increased time period for editing your thread title and one other tool in the advanced menu. they took away ability to post videos on tl2 unless your on the mobile version.

twitter might be being blocked atm due to the legal court cases going on with elon or got moved to tl3. idk i never post from there unless its jpeg or gifs which require tl3. I know brazil has twitter blocked completely right now and i think so does eu? discourse might be under legal requirements to wait until the court cases clear out or just for liability purposes as a knee jerk reaction like they did with moving posting youtube vids to tl3.

also yes the time period is 6 months and ONE DAY from date of last ban. thats if you meet the requirements. so if you did once you got 6 months it takes 24 hrs for the system to upgrade you to tl3. since 99.9% of bans are likely to fall in the 12:01am-1159pm (001-2359) for you wierd people.

requirements are as follows:
20k posts read. (it really should 10k)
500 topics read and or replied to in. (really should be 250)
5 topics created.
not sure about replies. it might also be 500 or 50.
and a couple others.
all have to fit in a rolling 100 day period that drops off every i think 30 days or so.
