Touch of Death threshold bug

Many 9.1 mobs are incorrectly allowing Touch of Death - in two different ways. In Korthia, many mobs are allowing Touch of Death cast at high % hp values, yet still above the casting Monk’s max hp , leading to 1/3 damage dealt. In Torghast, many mobs are NOT allowing Touch of Death until well below the Monk’s max hp (rougly 25k before activation, despite my 40k max hp).
