Rings… that’s about all I ever get. Trinket upgrades elude me…
That’s been my story too…
For my 13 Horde guys, I believe (this is close, anyway) I came away with 9 rings and 4 trinkets.
I have 4x 120’s, and each has gotten the cache 3 times, so far, 3 have gotten the “Ornate Elun’dris” ring, even after experimentally changing loot spec, and the other (a DK) has only received the “Ritual feather of Unng 'Ak” trinket, even though I looted in 2 different specs on him, you are not alone. The loot table must be tiny at best for Tortollan cache, and may ignore the spec that you are looting in as well.
I went weeks getting bracers. fun stuff
Five characters. I got 2 of the same ring (haven’t got that ring before), another character got a ring and then I got a 390 trinket on my lucky druid. Can’t remember what the 5th got for some reason.
Anyway, mine weren’t repeats of previous ones.
The rewards system for WQs totally blows. My #1 petpeeve is seeing “A weapon suitable for your specialization” and NEVER GETTING A GOD DAMNED WARGLAIVE, which is the iconic weapon of Demon Hunters. Why the hell would I want a fist weapon or an axe? Get serious Bli$$ard.
There is absolutely something weird about the probability of rings vs trinkets. Its fine if its not even but I just ran the emissary on 7 characters, and they all got rings. I have gotten a trinket twice on two toons some time ago so I know they exist but come on… if you run 7 characters, how could they all be rings.

It’s the best when you get a 410 trinket only to look it up and it’s not better then your current 385 trinket so it just sits in your bag.
I’ve gotten the same ring 3 times from that emissary but it wasn’t all in a row 
I did the emissary again last time and got the same trinket as the 3 previous time so its definetly broken or something
Simple, their code is half baked like every thing else they do.
