I can still hear people fine on discord and see other players moving, my character can move, I can see chat but can’t cast or see mechanics happening in raids.

Do you have another network available for testing, like a hotspot or free VPN? There were routing issues happening last night with one of the backbone companies, but they were mostly occurring on the East Coast of the US. Routing issues can pop up and affect just one or a handful of services while other connections remain unaffected.

I have a vpn to test as well as a hotspot, testing in game or tracerouting?

Definitely while playing. VPNs are allowed, Blizzard just doesn’t provide support for them. In other words, if you have trouble setting it up or disconnect because you use a VPN, they can’t help.
