I’ve done TOS for a few weeks now consistently every reset and have had entire sets drop for my other leather wearing characters but nothing drop for my DH. Am I missing something? Can anyone shed some light as to why nothing is dropping for my DH.

You’re not missing anything. Its just like all legacy loot raids you are at the mercy of the RNG Gods. And they are not a merciful group.
