Yes it did. Perfect example is incursions. They came out with ToV, and they are considered part of the ToV patch. Yet they choose to not raise the rewards for players to 385, making them totally useless!

Do you realize how long it’ll take for that 400-415 by farming. What would a mythic person care with people doing this,they got their gear their way why can’t anyone else their gear their way.
the entire residium system is FOR mythic+. it’s not possible to get azerite from mythic+ other than through the vendor.
that’s why the random and specific slots are ONLY off the dungeon loot table.
Also, there are lower item level azerite for every slot at a fraction of the specific mythic piece. do you really think doing world content for a few weeks should let you buy a BiS, targeted, mythic quality item? with no forging on azerite it’s a true BiS.
Well seeing as the gear is rng protection for mythic raiders it wouldn’t make much sense if everyone else could reap the benefits. Just do low mythic+ keys and you’ll be able to get random 400 pieces almost every week
My opinion or your opinion on that matter is completely irrelevant, it will not change a thing. Blizzard will continue giving away titanforged items and high ilvl rewards from warfronts, they do want you to keep replaying irrelevant content, even if it means you can get the best gear from the easiest dungeon.
Answer no,it was design to work for and the system did work even if takes time to get it through WQ it was time well wealth the afferent.
My point still stands, and incursions come around only every 12 hours, and a lot of times players are at work while they are going on, or sleeping. It would take FOREVER to get anough TR to get a 415 piece with a long time investment like doing incursions for a loust 385 piece and 36 piddly TR.
Incuesions were part of the ToV patch, EVERY other addition from the ToV patch got ilvl increases for high ilvl players except incursions. IDC if they keep the cache at “A random piece according to your specialization” as long as they raise the ilvl and we have a chance at Azerite pieces.

Well if you want better gear just do group content that gives better gear. Not really a hard thing to accomplish. Blizz never intended for people to gear solely from incursions
Azerite Armor was removed from Assaults. Unless you do Mythic+ or Top-end Raiding, this was the main source of Residuum.

High level pvp rewards gear that can be scrapped for residuum but you wouldn’t know that because you don’t do high level pvp

Very RNG dependent, which is horrible, which is why i stopped doing rated, and quit the game. Not worth even doing currently. You might if lucky get one piece every month to scrap. But then again with only a level eight honor, and no experience with pvp what so ever. You would not know that.
Hence why residuum vendors exist as bad luck protection from getting gear you don’t want.
And so are other at darkshore and they are dailies when they’re up.
So how is trying to get something to scrap bad luck protection? When you have to get lucky enough to get it to scrap. Sorry but no sense to that what so ever. Where at least with actual pvp gear vendors. You could earn it to scrap and offset the bad luck. Problem is our box does not guarantee residium or azzerite armor unlike raiders, mythic dungeon.
Ahh so we want to look at armories now do we? Let’s look at yours then since you do so many high level rated battlegrounds you would think you might be warlord or hw but no, you can’t even get past 1100 rating. You don’t do any high level pvp hence why you don’t get any high level pvp rewards
