Not that I agree, but the point is to increase raid participation.
It sounds like you don’t like that.
They should find better ways to increase participation

Indeed. For example, boss fights that are a reasonable length. Opposed to long, complicated boss fights which make progression dreadful and frustrating.

The devs raise the point that the competition in raid is at the start of the season, and in M+/PvP it’s at the end of the season.

Meanwhile the vast majority of players aren’t competing in an e-sport and just want to play a fun mmorpg.

And that fun rpg will still be here in a month when the catalyst opens up.
Tier pieces only coming from raid(few from world bosses) has been a thing for years it changed one time and people act like it was always like that now
Sure, or it could just be more fun to do m+ and pvp right now too and have some extra goals to work on 
And was largely regarded as a fantastic change.
Tier is a reward from raiding, you want the reward? Then raid or wait 4 weeks for the catalyst.
