The devs wants Secret Tech with a CD for balance reasons but it is possible they don’t want Sub Rogues using secret tech with shadow dance 100% of the time. Of course, it makes perfect sense to do so and might be easier for new players to the Rogue class to comprehend this. It honestly can go either way.
