Normally they should cap at the level of the expansion they came from. Older ones should still be able to be outlevelled.

If you mean for soloing, turn off Chromie Time and if you over level the place you can one shot it.

They should make all content permanently scale up to 60. Old content uses an NPC mercenary system for soloing. Instead of your command table being just ethereal UI ghosts, they are actual characters you can invite to party and gear and talent.

I remembered doing a dungeon at hellfire peninsula,it was normal as for as i could tell started on one of the minions at the entrance ,started to wonder why the guy took so long in a lowbie dungeon .It turn out when they do do twing the whole zone is some how scaled up and it wasn’t normal level it was mythic. I would watch what I do in game for now on.

The confusing part they are level 60.
