That’s only confirmed for those two specific covenants. There are more realms beyond the four we’ll be visiting, and Maldraxxus seems interested in preserving individuality more than anything else. That’s why Vashj, Kel’thuzad, and Draka all keep appearances that are similar to the ones they had in life.
So, all the draenei need to do is join the Necrolord covenant and greet the orcish visitors with scythes and smiles.

But man, this kinda gives me the creeps, even in death you’re not immune of been destroyed permanently in Warcraft universe if this stuff still canon. 
To be fair, the idea of perpetual consciousness is itself a form of horror for some. It would be like having a job you hate for eternity, except now your office is in another plane of existence.

The Draenei who died on Draenor to the Orcs. They never made it to the Shadowlands.
The souls that had been collected by the Draenei themselves within Auchindoun were eaten by Teron Gorefiend (since we weren’t there to stop him in the MU), and the rest of the Draenei’s people had their souls captured and used by Gul’Dan and the Shadow Council to power the Dark Portal.
They then had an excess of Draenei bone, so they built a road out of it.
A few may have escaped here and there, but not enough to constitute an Army.
Didn’t they mostly become fuel for the Legion and activating the dark portal?

You get thrown into the Maw if you can’t unburden yourself of the events of your life. The draenei in general have a lot of trouble holding grudges anyway – especially in cases such as the orcs committing atrocities under demonic influence, as it had happened to the draenei, too. (A lot of these raging draenei players do seem to forget that their greatest enemies have always been those among their own people who chose to embrace the fel.)
