On the PTR, the trees sold in Shadowlands and Drustvar have no animations. Only the trees sold by the Botanists in Shadowmoon Valley and Nagrand have animated leaves that sway in the wind.
By the way, the cherry blossom trees sold in the shop also have static leaves. The falling leaves are just a particle effect rather than an actual leaf animation.
